I can't test that .. but why not use utf-8?
I have tested that with taichars and it works perfect ..

There is no converting while sending data to the DB. All data saved as typed in.
Wich charset you use for the db and the tables?

Convert your smf and the database to utf-8 .. that helps.
Utf-8 is bettes then all other .. easy and simple to use ...

Admin - Maintanace - Database:
Convert HTML-entities to UTF-8 characters

This function will convert all characters that are stored in the database as HTML-entities to UTF-8 characters. This is especially useful when you have just converted your forum from a character set like ISO-8859-1 while non-latin characters were used on the forum. The browser then sends all characters as HTML-entities. For example, the HTML-entity α represents the greek letter α (alpha). Converting entities to UTF-8 will improve searching and sorting of text and reduce storage size.

Portamx convert the tables to utf-8 if it detect a utf-8 setting for SMF ...
If that not set, the tables are created with the default MySQL settings.

But .. you can change the tables AND all text colums to a charset as you want .. with PHPMyAdmin or similar software.

Sorry, but I dont understand what you mean (I dont speek russian). You can write in english?

As I understand is, that you have problems with the block title. But without a tranlated language that not works.

Yes, that would be great if you can give support for russian.

What you mean with "block names" ? The name in the dropdown list?
Yes .. that I have changed in coming release, so you can also translate the names for the dropdown list.
