Bug, or not? Frontpage and guest access to articles

I have all users including guests set to access the front page.

Front page shows one category, links for several articles.

Guest has permission for category, block, and all articles.

Clear browser cache and exit, then start browser and go to my site, like a new visitor
Links to the articles do NOT work.  Default article does show.  Connect to site from another computer, and shows guest connected in smf stats.

Click "community", see "hello guest" at top of screen.
Click "home" to go back to front page.
Now, all the article links work.

What am I doing wrong?  I want the links to articles to work at my first visit, without clicking on "community"

I added a login block to my left panel, and it is showing Hello Guest, as well upon first visit.

Just the articles do not open.

There are no errors logged in the smf error log.

We have no fixed ip ...
Many are stubborn in relation to the path, a few in relation to the target.

ok, I have removed all banned IPs, for a little while.

Well .. you have a config problem for your domain...

The forum (smf) url is http://hcrcc.org/smf/index.php?action=community

In this case the Frontpage MUST have the url http://hcrcc.org/smf/index.php

If you uses this url's, all works as well.
Many are stubborn in relation to the path, a few in relation to the target.
